A man and a woman coming up on stage, talk about a topic looking back on the past. It is about "regulation of language use" which one mayor insisted to make happy city. After having been elected, he tried his best to enact regulations making city happy. With using good words, citizens' happiness gradually gets better. They felt more satisfied with the city. But because of the regulations, leader felt that the regulation misses some intrinsic part of language. He opposed against mayor to liberate it. But it ended in failure. While citizens's happiness measured up to 90%, they became like people who have no feelings...
